The implementation of the Twinning project in Azerbaijan starts

On 17th of October, 2016 the European Union Delegation to the Republic of Azerbaijan announced that Lithuanian institutions were awarded the contract to implement a two-year and 1,2 million Euro EU Twinning Project “Support to further reforms of the civil service system in Azerbaijan”.

Although previously we informed that due to reforms within the civil service institutional structure in the Republic of Azerbaijan, the project in 20th of June, 2016 was officially canceled. However, after some necessary reorganization, the allocation of responsibilities and functions in August 2016 the preparation of the project contract between Lithuania and Azerbaijan have been renewed.

The project activities will improve the capacity, tools and efficiency of the State Examination Center to develop and implement the new classification of occupations and to link it to the recruitment, performance appraisal and remuneration systems.

Throughout the project, the experts coming from the Office of the Government of the Republic of Lithuania, Civil Service Department, Training Centre of the Ministry of Finance, Ministry of Foreign Affairs, Ministry of Interior, National Audit Office of Lithuania, Lithuanian Institute of Public Administration will transfer to Azerbaijani colleagues the good Lithuanian experience in civil service improvement issues.

ESFA will be in charge of financial and administrative management, will ensure the coordination of the project activities, will arrange the logistical aspects linked to the mobilization of the MS Experts and ensure reporting.
