
In the frame of the EU Twinning project “Support to further reforms of the civil service system in Azerbaijan” during the 6th to the 10th of February 2017, a study visit for the representatives from the State Examination Centre of the Republic of Azerbaijan was organized in Vilnius, Lithuania.
The Project is aimed at reaching significant results, such as redevelopment of relevant legislative acts, regrouping of classification of civil service positions, improvement of recruitment and remuneration system in civil service through use of different tools as trainings, study tours, seminars, expert missions, meetings with members of different state institutions, experience exchange and think-tank meetings.
The delegation from Azerbaijan, consisting of a group of 5 civil servants have had the opportunity to become familiar, in situ, with the public administration system of Lithuania, civil service classification, performance appraisal, remuneration, HR management systems in the field of civil service.
During the study visit, the participants had meetings with the representatives from the Office of the Government of the Republic of Lithuania, Civil Service Department, European Social Fund Agency and Training Centre of the civil servants and municipalities “DAINAVA”. The participants have been involved in a series of workshops and discussions regarding the system of civil service management, the register of civil service and the civil service information management system, with the position classification system and competency model of civil service, with job classification catalog and other relevant themes.
The experience accumulated by the participants of the study visit has led to the development of their knowledge and capacities and will contribute to modernizing the civil service system of the Republic of Azerbaijan.
