2023 November 27
Helsinki

It is our pleasure to inform you about the first Community of Practice on Employment, Education and Skills study visit “Study visit: how to target vulnerable youths”, to be held face-to-face in Helsinki on the 27th – 28th of November 2023.

The main topic of the event will the youth outreach work of Finland, which focusses on counselling for vulnerable youth in many areas, including employment. In will mark the importance of understanding young persons, their needs, supporting them with finding relevant solutions, and if needed, navigating them towards more specialised services.

Youth outreach workers are state-financed since 2011. They are employed by municipalities, and work in collaboration with all other youth service providers. Steering and monitoring is done by 6 Regional State Administrative Agencies, who collect data on activities and results. This practice is an example on how to build trust with the most vulnerable youth in order to engage them, while also building on a local network of other service providers.
