
During November 25-27, 2019, a delegation of the civil servants from Sakartvelo led by the Head of the Civil Service Bureau (CSB) and including the representatives of CSB and the HR managers of the Ministry of Foreign Affairs, the Ministry of Justice and the Ministry of Defence visited Vilnius, Lithuania within the framework of the EU Twinning project “Support to Implementation of the Civil Service Reform in Georgia”.
The Project aims to achieve significant results in supporting CSB and strengthening its capacities to implement the Law on Civil Service and related secondary legislation as well as enhance CSB’s processes and systems in Human Resources Management, IT and Communication. This is done through the use of different tools such as short-term missions of Lithuanian experts, trainings, workshops, round table discussions and study tours for the staff of CSB and other public institutions of Sakartvelo and experience and knowledge sharing between the peer civil servants of Sakartvelo and Lithuania.
The delegation from Sakartvelo, consisting of a group of 7 civil servants has had the opportunity to familiarise, in situ, with the legislative framework governing the civil service, the civil service policy and novelties, the key institutions implementing the civil service policy, the existing Human Resources Management (HRM) system and the technical solutions and practical implementation of HRM in different institutions and agencies in Lithuania.
During the study visit, the participants have had interesting meetings and interactive discussions with the representatives of the Office of the Government of the Republic of Lithuania, the Ministry of Interior of the Republic of Lithuania, the Civil Service Department under Ministry of Interior, the European Social Fund Agency and Vilnius municipality.
The hands-on experience obtained by the participants of the study visit will contribute to the strengthening of their expertise and capacities to successfully continue the process of building professional, transparent and accountable civil service system in Sakartvelo.
